KSU section B-24 states that 1m (Dble) 1NT shows a 4 card fit in the minor, "weak, balanced"
So what do you bid with 6-7 points and 3=3=3=4 distribution over 1d (Dble)?

You pass.  The auction will still get to partner, despite the double on your right.  It will almost certainly even get back to you.

I think EK's theory was that the minor suit opener will
always have the strength pr distribution to reopen in
the pass-out position, so responder will bid in 
competition only with clear action.
