B-14 defines all your rebids through 3NT except for 3OM, which is not mentioned.

Combining the descriptions of 2OM and 3D/3M yields,  "Natural. At least 5 cards in M; game-force; emphasis on honors in the suit of the jump."

A. Is this a reasonable use? 

B. Other suggestions? (KSU doesn't use many splinters, but if this were one it would show long C and a void, right?)

C. If A = yes, does 3H look more helpful than 2H on this hand?

I’m dizzy. Can you post the bidding in a conventional format, with one round per line? I’m thinking it’s likely a non-competitive auction and that a pass is missing.

None of the above.  It shows a notrumpish hand with GF values, 4 card major, no stopper and no other call.   AQxx xxx xxx KQx, for example.

Also, note that if you wanted it to be a splinter, it must be in support of DUAMONDS, since 2C didn't promise clubs.

And yes I know you could technically rebid 2D with that sort of hand, but I think auctions are clearer is 2D is split-range and 3OM covers hands in the 9+-13- range.

3H could be harnessed for this specific type, but with nothing particular to show, why not use the bid that actually says, "I have nothing particular to show"?

Per B-14, 2D shows "4 cards in M; ambiguous strength, no stopper in OM unless minimum; no diamond support promised; forcing - a neutral bid."  

Leaves opener plenty of room to show H  stoppers or extra shape.
