You are dealt this hand in an IMP pairs tournament, no one vulnerable.
1. If you open 1 diamond, partner responds 1 spade What is your rebid? ( 2s would promise 15-17 support points )
2. Would you consider opening 1nt to avoid this situation, or would you be OK with a 2 spade rebid?

Lead running round to Qx or Kx (as opposed to through them) is also good, so yes I would open 1NT. Those unsupported quacks are initially much worse in suit contracts too….

If you aren't willing to rebid 2S, you shouldn't open this 1D. (2S
looks to me like a huge overbid, so I wouldn't open 1D.)

1NT is fine. Pass is possible but seems too conservative. The hand has
two quick tricks, after all.

I hate opening 1nt with four spades and a five card suit (not sure I ever have), but even I would open 1nt with this.

I have to agree with Chris.  Open 1NT and keep my disgust 
from showing.  I don't want to pass with 12.5 KnR.

Replace the spade 9 with the J:

       KJ76
      Q8
      AQ876
      Q6

and I'd open 1D, committing to a slightly
underweight spade raise.
