Opponents are silent: you open 1d and partner bids 1H. Your call.

My partner and I disagreed about the next bid. One of us thought that it was a textbook 3c. The other thought that it was too good for 3c and bid 2c followed by 3c.

Both this, and the last hand you posted are close to the borderline
in my book.  This one is 16.75 KnR and the previous was 16.25. 
Non-vul at IMPs I think I would rebid 3C on this just as I rebid 2D
on the previous.  But, I wouldn't fault a 2C rebid on either from
partner.  Vul at IMPs I think I would rebid 2C on both.

16.75 KnR, well placed honors, a well placed singleton, 5 losers (adusting for aces vs. queens) all point to 2C for me. The hand is of reversing strength,  which is the requirement per B-14.

B-15 describes 3C as "minimum", which this isn't.
