How do you differentiate 15-17 vs 18-19 with   a balanced hand  and a stopper?

After 1m (1x) pass, responder typically has just 0-5. 6+ is only possible if responder is balanced with a stopper but too weak for 1N (8+ to 11) or has a penalty double hand.

When opener is balanced with stopper(s) himself, the 6+ responder hands are low probability... 0-5 is much more likely. 

Therefore:
- holding just 15-16, reopening is high risk/low reward - we typically pass without the shape for a (takeout) double;
- with 17-19, we bid 1N (similar to a standard 18-19).
