It's been one month now since I informed you that the proposed CIWG Project Plan did not receive enough votes to be adopted.  During the electronic voting period, two YES votes were received from voting participants, but three were required for adoption.  These small numbers reflect the fact that the number of voting participants in the WG is very small,  based on CIWG call attendance.

It's now time to revisit the proposed Project Plan and the future direction of CIWG.  In the last month, two events have occurred that have some bearing on consumer identity.

The first is that NASPO, the North American Security Products Organization, has announced an effort to create an ANSI standard for identity proofing.   Anyone can participate, provided they are able to help financially support the effort.  Details are contained in this Call for Participation.  Since CIWG does not have funding to participate, and Kantara itself will apparently not be contributing any funds, I don't see a role for CIWG here.  Of course, individual CIWG participants can join the effort if they are interested and are able to make the necessary financial contribution.

The second event is the release by the US federal government of the long-awaited draft National Strategy for Trusted Identities in Cyberspace.  This draft is currently available for public comment, and a finalized version will be adopted later this year.  A companion Implementation Plan will be released in July, also for public comment.

Although the National Strategy doesn't say much specifically about consumers, one of its motivations is to reduce online identity fraud.  So clearly consumers will be affected if the National Strategy is implemented and widely deployed.

I think it would be worthwhile to meet and discuss whether any specific changes to the CIWG proposed Project Plan might be warranted in order to support this National Strategy.

With that in mind, this call will be devoted to reviewing the National Strategy and brainstorming on this topic.
