Hi, Bob, the CIWG must be an advocate for strong authentication-aka PKI/tokens issued by CSP. We need to keep all interested parties "feet to the fire" before the "blue button" capabilities  become a way of life so much so that it is downloaded by little green men in space suits.

In case I did not send this out last week, here is information many of you will find interesting if you are not already on the Markle distribution list, or various other list serves.... If you are going to Health 2.0, you'll hear about the results of the developer's challenge.



Also, thanks to our friends at AHIMA, the VA "blue button" download project is on their website for PHRs - www.myphr.com <http://www.myphr.com> .   At some point CMS may be there as well, once we launch ours.  The website is a thing of beauty in itself!   The head of this website/project is doing a "maintenance" check of all the vendors on the site to verify their existence and that they truly are PHR vendors or applications.  I've done the exercise of looking at every one of the listed vendors and applications, and it's quite interesting - a variety of tools and resources - you would find it fascinating too I'm sure.   If any of the vendors are going to be able to accommodate an upload of the downloads folks get from pushing the blue button on MyHealtheVet or MyMedicare.gov, they'll be searchable on the website eventually.  We appreciate everyone's interest on this project.



I think you will all be very interested in the Markle framework as well if you are not already familiar with it.

It's a good time to reflect on progress toward the goal of putting the power of information at the fingertips of individual Americans and their health care providers. Health IT has been at the fore of every proposal to transform our health care system in a way that improves quality and cost effectiveness.

Markle Releases New Recommendations on the 'Blue Button'

The idea started with a simple question: "Why isn't there a little button that I can click to download my health information? A little blue button."

This question emerged within our public-private collaborative, Markle Connecting for Health, as part of our long-running effort to improve individual access to personal health information.

Just six months later, this simple notion has already moved from idea to action.

On August 2, 2010, President Obama announced the following to America's veterans:

"For the first time ever, veterans will be able to go to the VA Web site, click a simple blue button, and download or print your personal health records so you have them when you need them, and can share them with your doctors outside of the VA."

The public-private collaborators of Markle Connecting for Health have been doing the policy work to advance this capability.

Today we release a policy paper that calls for the blue button to be routinely offered to consumers, provided that a set of recommended privacy practices are in place. The practices are designed to help individuals make informed choices about downloading their own information and to make sure that entities offering this capability implement sound authentication and security procedures.

The Blue Button Developers' Challenge

Markle and the Robert Wood Johnson Foundation have challenged Web developers to stimulate innovations that can help patients stay healthy and manage their care using sample patient data sets made available by the VA and the Centers for Medicare & Medicaid Services.

The challenge, staged at the Health 2.0 Conference <http://www.health2con.com/sf2010/>  on October 7-8, 2010, in San Francisco, offers $2,500 to the winner plus coffee with Internet expert and author Clay Shirky.

A Constructive Definition of 'Meaningful Use'

On July 13, 2010, the US Department of Health and Human Services (HHS) released the final rule on meaningful use-the requirements by which health care providers and hospitals may qualify for health IT subsidies under the 2009 economic stimulus act.

We are pleased that it incorporates most of the recommendations outlined in the collaborative comments <http://www.markle.org/downloadable_assets/20100315_ehrincent_cms0033p.pdf>  that Markle Connecting for Health submitted in March 2010.

Consistent with the Markle Connecting for Health recommendations, the new final rule accomplishes the following:
