ExecutiveOrder 13438, titled Blocking Property of Certain Persons Who Threaten Stabilization Efforts in Iraq, was an executive order signed by President George W. Bush on July 17, 2007. Its stated attempt is to reduce the flow of material support for insurgents and terrorists in the Iraq War. This order grants the administration the power to freeze the assets of an abstract but broadly defined group of people who threaten the stability of Iraq.

The Order provides a means by which to disrupt support for terrorists and insurgent groups in Iraq or groups or individuals "determined to have committed, or to pose a significant risk of committing, an act or acts of violence that have the purpose or effect of threatening the peace or stability of Iraq or the Government of Iraq or undermining efforts to promote economic reconstruction and political reform in Iraq or to provide humanitarian assistance to the Iraqi people."

This executive order is presented as an extension of Executive Order 13303 and Executive Order 13315 supporting the pacification, stabilization, and rebuilding of Iraq. It is similar to Executive Order 13224, which dealt with financing and support of terrorist groups and networks worldwide.[1][2]

The CNS 13438 standard applies to information technology equipment (ITE) for the frequency range of 9 kHz to 400 GHz. The intention of CNS 13438 is to establish uniform requirements for radio disturbance levels of ITE. The standard test method also sets limits of disturbance to describe methods of measurement and to standardize operating conditions and interpretation of results.

Information Technology Equipment (ITE) can be described as any equipment that has a primary function of either entry, storage, display, retrieval, or other telecommunications functions. Furthermore, the equipment must be equipped with one or more terminal ports typically operated for information transfer.

Class B ITE: Class B information technology equipment satisfies Class B ITE disturbance limits. This equipment is primarily used for domestic environments with no fixed place of use, telecommunications terminal equipment or personal computers and auxiliary connected equipment.

Class A ITE: This equipment satisfies class A ITE but not Class B ITE limits. This equipment should not be restricted in its sale but the location of use should be limited. Class A ITE should not be used in residential areas.

Specific limits for conducted and radiated disturbances are as follows. Conducted disturbances must meet specific limits including the average limit and the quasi-peak limit when using an average detector receiver. The same qualifies if a quasi-peak detector receiver is used. For radiated disturbances, limits are measured at a specified distance per quasi-peak measuring receiver.

General measurement conditions include ambient noise levels above 6 dB below the specified limit. Where the combined ambient noise and source disturbance exceed the specified limit, the EUT is generally not judged to fail.

The EUT is configured, installed, arranged, and operated in a manner consistent with typical applications. Where possible, if the manufacturer has specified a specific installation practice, it is generally used in the test arrangement. This arrangement is recommended to be typical installation practice.
