Actually, G, this is another case of Brian not reading the body of the article. In it there is a paragraph that says that the law allows entry WITH AN ADMINISTRATIVE WARRANT or under exigent circumstances. Now exigent circumstances can certainly by manipulated in all kinds of ways. But Hell, ICE uses it to bust down the doors of Hmong people. So there's that.
Actually, the bill seems to have a really good purpose. It allows inspections without painting a target on renters who might have made a complaint.
CL, if he's done hibernating, might fill us in on tenants' rights under 4A. Who gets to give permission for entry, renter or landlord? And note that landlord is heavily motivated to refuse inspections.
