Fairly clear expression of his thinking here. He's laying the groundwork for 26 and 28. One difference is that this time there is NOBODY to discourage him. Not a soul. No agency that might give him legal pause has people that are willing to apply the law. 

And there is absolutely nothing Hitlerian here to worry about. Hitler didn't hold elections. 

But more than a few dictatorships, current and past do exactly this. 

Absolutely nothing to worry about. We're THE world's democracy, until we aren't.
