Bypassing the DOJ. Even though Bondi and Patel are dyed-in-the-wool sycophants, they are perceived as less than capable, especially Pam. 

So what to do? Assemble your own team of sycophants under your direct control. 

This is more Vance's idea than Trump. Trump goes after individuals that he sees as personal enemies. Vance is angling for larger fish, like news outlets, various organizations, likely Democratically aligned, charities, etc. 

The term you're searching for is "Star Chamber"

The Star Chamber was a powerful English court, named for its star-painted ceiling, established in the 15th century to provide justice against powerful figures but became infamous for arbitrary, secretive, and oppressive methods, leading to its abolition in 1641; today, the term refers to any unfair judicial proceeding violating due process, invoking its legacy of abuse of power.

At least it's not something Hitler did. He didn't do "judicial"; he just did.
