Lots to unpack here. Note that Afghanistan sent Us, US 100K to New Orleans after Katrina. 
Humanitarian aid has traditionally crossed political boundaries as best as possible, as shown by Afghanistan sending us money. 
So our knee-jerk response to not send the Afghans help now may well be misplaced. 

In the larger sense, the miniscule amount of money that we've spent through USAID has saved thousands, maybe millions of lives. It has helped foster democracies around the world. It has fostered who knows how much good will toward the US. 

Our current administration tries to sell the notion that the US is a Christian nation  (also white). It would seem less hypocritical if we ACTED in a Christ-like manner. Our current approach to international aid is about as un-Christian as one could imagine.
