Because the Trump admin is the most transparent in history. I can hear the shredders starting up as we write. 
So this act was passed 48 years ago. So once again Trump is truly sui generis in his efforts to avoid scrutiny. Can't say that Biden/Obama/Carter did this. Nope; Trump is more than 2 standard deviations away from normal behavior. 
Maybe his overall strategy is to enrich attorneys. They've certainly made out like bandits. Everything Trump does gets litigated Lawyers are the big winners.
