What happens if G.I. Joe's level is too low? Will he be forced to take medication or be discharged?

Will he test himself?

Is there ANY proof that higher levels increase performance? (Actually there may be. Baseball players who doped of course increased their strength. But it appears- maybe- that it improved things like eye/hand coordination).
