Here's an article that shows the real problem:

So California, right or not, has curtailed its own production and refining of oil. It's an attempt to get people into EV's and renewable energy sources. Apparently Germany is on the same path. So the state has created its problem as a way to promote a difficult transition. As usual, California is leading the parade. This transition is going to happen. It won't be painless; there are too many very wealthy vested interests trying to put up roadblocks. We have Trump telling us that COAL is going to be our leading source of energy to produce electricity; clean coal mind you. Stupid is as stupid does. 
Some day the rest of the US, and the world, will have to go down the same path as California. It could go better if the oil/gas industry would stop manufacturing buggy whips and horse drawn carriages and help promote the needed changes. Some of the big oil companies have begun to make noise in this regard. More is needed. 
As for California, they may have to tap the brakes on their move away from oil/gas. We'll see.
