過去にトーストマスターズの経験がある場合は、3回の例会参加条件は除外される"という事で 賛成ですが、先日まで 関西ＴＭＣに在会されていた（今期は退会されました）松岡さんの場合は再度入会されたと思うのですがその際、３回の例会出席されたのではと思いますが、あやふやな記憶ですが、どうでしょうか？
そこでこれからも考えつかなかったことも起こる得ることを想定して、
“過去にトーストマスターズの経験がある場合は、状況を役員相談の上、3回の例会参加条件は 除外することができる"
ぐらいの含みを入れておくのはどうでしょうか

As far as I checked club rules it says "原則として"例会に3回参加すること。
I think that means exception can be possible.
But it's just not clearly mentioned about exception so
I want to add one sentence to this club rules as follows,
過去にトーストマスターズの経験がある場合は、3回の例会参加条件は除外される"
That way, we don't have to discuss this kind of case again in the future.
In May meeting, I will bring this motion as well as change of membership fee.
So if it's approved, we would like to accept his request and give his induction in June.
**Officers, If there is any objection or opinion, let me know by the end of tomorrow( please add cc to all officers).
If none by the end of tomorrow, I want you, TM Kuwahara to tell him how we proceed and come May meeting as guest.

Mr. Lee has sent me such a message. It's really good to know that he has already made up his mind, but I wonder if he needs to attend the meeting 3 times to be eligible to be voted for induction.
Since he stays in Japan for a year as an exchange student and already a TM in Korea, his case might be treated differently.

突然、申し訳ありません…が、なぜか私のところへもメールが届いておりました。ので、少しだけ言わせてください。
先日は、欠席しておりましので…ゲストの方がどういう状況で参加されていたのか…わかりませんが、今回は特に問題なければそのまま入会していただいて良いと思われます。
(その件については、異議なしです）
私が懸念しているのは、クラブルールの改訂についてです。
小西さんの指摘にもありましたが、過去に遡ると色々な事例があり、それは全て規則を満足していたか…今となっては記憶も怪しく覚束ない気がします。
ルールと言うのは、大勢や骨格がしっかりしていれば、枝葉の部分はあやふやな方が何かと都合が良い場合が多いように思います。
（決していい加減な状況を薦めているのではなく、故意にグレーにしておくという意味です）
もし、今回その一文を加筆することで、反対に「過去にTMに所属していた」、「一度退会したが再入会したい」…など、今後多様なケースが発生した場合に役員の方が面倒になる場面や負担が増えると予想されます。
（“過去にトーストマスターズの経験がある場合は、状況を役員相談の上、3回の例会参加条件は除外することができる" 現時点では熟考した完璧な文言だと判断して加筆したとしても、今後もオールマイティーな文言というのはなかなかないものです。）
又、この関西TMCのクラブ総則を作成する際のご苦労は、随分見聞きしていますし、よくできたものだと思います。
それを、大きな問題が発生したわけでもないのに変更して細かな部分を縛るのは得策とは思えません。
特に議論がなく、問題ないのであれば、規則を改定する工程は省いて、「原則と例外」という説明でメンバーになるのを進めて良いのではないでしょうか。
クラブ総則というのは、それほど頻繁に改定するものではないと思います。
本当に突然の発言ですみません。ただ、なぜか私のところにメールが入っていて…気になりましたので発言させていただきました。
