First, thanks for your great work.

I was wondering how was the licence applying if I would embed kanjiVG
database inside a phone dictionary application (for expected-to-be-out-
soon Windows Phone 7). Is it possible? If yes, what are the
conditions?

As stated on the web page, the Creative Commons Attribution-ShareAlike
3.0 licence applies.

You are free:
to Share — to copy, distribute and transmit the work
to Remix — to adapt the work

Under the following conditions:
