Requirement regarding to disable the OTP field conditionwise

Respected Sir,
We want to disable the sms OTP field for some conditions, but it is mandatory .We cannot save a page without giving OTP.So how can we enable or disable the OTP field according to conditions.

Basically on change event of some field on the page the functionality of OTP should be enabled or disabled.
Currently when we enable the field then it becomes mandatory and we can't disable/enable it RunTime
