Sorry you are having a problem. I really cannot offer any suggestions without more information. What version of SmartSDR? What version of SDRMonitor?
When you uninstalled SDRMonitor, you did not remove all vestiges of the program. Try the following:
C:\Users\<your user name>\AppData\Roaming\RNA Software\SDRMonitor
That should allow you to re-install as if the program had never been previously installed at all.
