Not quite sure I understand where you want the logo to stay.

How can I insert a custom logo on the left side of the page that does
not move relative to the body of the page (i.e., the custom logo will
appear at the same location relative to the body of the page
regardless of resolution). Right now the way I have it set, on my wide
screen monitor with 1920 resolution, the logo appears in the ideal
location, but on a different monitor is either hidden under the page,
or at some other location.

www.thecelebrityworkout.com (right now I believe I have it set to the
left side of the viewing area. but I want it to run along the body of
the page).

A perfect example of what I am trying to achieve can be found at theartsdesk.com. Note how the logo on the right moves with the main body of the post page as use reduce the width of the browser window. (Obviously, if the width is reduced sufficiently, the logo will eventually be cut off and then be covered by the main body of the post page.

Right now, I have the logo set to be stationary on the left side, but as the window width is decreased, the main body moves, but not the logo. I want to two to move together in this case like in the exemplary webpage above.

Their logo is part of the background image.

body { background: url('path/to/image.jpg') center top no-repeat }

Then simply make an image that fits the width of your page and you're good to go.
