Last time I checked, the ability to purchase and assign licenses was only available to business customers. So individual purchasing would be your only viable solution to that (assuming it is enabled in your control panel) as shown by Jaymon.

It says “Editions supported: Google Drive storage licenses are only available to Google Apps for Business customers.”, here: https://support.google.com/a/answer/1726914?hl=en
Do you mean:
A) You can buy “storage licenses” for you organization and apply them to accounts in your (GAFE) domain from the admin console, or
B) You can click “Manage” in the bottom left corner of gmail/drive (takes you here: https://www.google.com/settings/storage?hl=en) where you can buy storage for the account you are currently logged into
If you mean B, that is just the individual storage. You can allow/disallow your GAFE users from having the ability to purchase their own storage through the admin console. Only Google Apps for Business customers can buy “storage licenses” and apply them.
If you can do A (above) from a GAFE account, then something must have changed.
