Chrome Extensions/Themese

Several teachers have come to me showing me these 'extensions' enabled on Google Chrome on shared laptops.  They are also changing Themes in Chrome.  You do not need to be logged in in-order to make these changes.  Is there any way to block this from happening?  Any suggestions from a management standpoint?
