Does anyone know of a way to use Google Forms to give a survey, but restrict the population to a single vote without giving them all user accounts? I am assuming not, but thought that there is a chance there is a gadget out there or something.

What other service has been used with success for this?

I know this is a hard nut to crack and the various ideas I have come up with all have both pros and cons.

Any help/pointers appreciated.

I use SurveyMonkey.com for this type of initiative. It allows you to send by email address (if you know your population) or it can also be set to only accept the a single survey completed from a single computer... Not exactly what you are looking for, but the closest I can come up with.

I am leaning that way (or kwiksurveys) and do the cookie-based method.

It leaves ballot stuffing up to the more technically savvy - the more savvy the more potential for abuse (of course) as some will use multiple machines, some multiple browsers, some will clear their favorite browser's cookies, and some will do so in an automated fashion.

I feel I am on a fool's errand, but I need to pursue collective input from peers to be sure I am not missing something.

I appreciate all advise I get from various list-servs I cross-posted this out to.

On a hopeful note for Forms... I was in the Google+ Hangout with the Google Docs team last week and they said that Google Forms would be getting major updates in 2012 to address many of these sorts of issues.  The upgrade I am hoping for is the ability to add images to the form, so that teachers can create better quizzes and tests with Forms.

Surveymonkey is a great resource.

If you wanted to use a Google Form as a survey you could check the "Require "DOMAIN' sign-in to view this form" box. When you see the form results as a spreadsheet you can sort by user name to see if people did it more than once. If they did you could delete all but the oldest submission.

Not the easiest work-around, but usable.
