App for smart devices- for parents to access school info from school's website

I'm trying to find out if there is a  Google "tool" or "api" that allows schools to develop their own app
that parents can download and use to access information on a school district's website.
Information such as:  notifications, early dismissals, push notifications, emergency contacts for parents,
lunch menus, teacher directories, etc. Apparently, some of the apps will also access grades, My School Box, etc.

I know there are services that develop Apps for schools to purchase; then there's an ongoing fee for the district.
I have a district asking if there's another way for them to go.

1) Is there anything Google provides that allows schools to develop their own apps for the same purpose?

2) If not, I'd appreciate hearing how your district handles notifying parents. Are you using a system that is more cost
effective than having a company develop an app that will pull info off the district's website?

3) Have you developed a way for parents to access info? For the district to "push out" info to parents?

Any advice would be appreciated.
