Google Apps student account provisioning from Student Information System (specifically IlluminateEd)?

We are moving our SIS from PowerSchool to IlluminateEd (https://www.illuminateed.com/).  Google Apps is our only directory.  We would like to have a synchronization set up between Illuminate and Google Apps.  We are just hoping for a one-way sync from illuminate that would perform the following functions during a nightly feed:

1) Account provisioning: when a student is added to Illuminate, an account gets created in GA according to our student account naming conventions, and the account is placed in the proper organization based on current grade-level

2) Group management: student accounts in GA are placed into appropriate Google group based on the homeroom and class-section data in Illuminate.  If a student changes homerooms, the nightly feed should pick up that change and move the student into the correct Homeroom group.  

3) Account suspension:  when a student is removed from Illuminate or marked as no longer a student, the student account is automatically suspended and removed from all groups. 

Does anyone know of any products that might be able to take a feed from the SIS and perform these functions?  

Does anyone know of any apps specialists in Los Angeles that might be able to help us develop something?
