Chromebook key remap

Does anyone know if it's possible to disable the key remapping on a managed Chromebook?  Students have been changing the Ctrl, Search, Alt, Backspace, keys.

I have not been able to find a setting in the admin console that will turn this off.

We stopped this by blocking the Chromebook settings so the students couldn't make changes we didn't want.  We did this under the User & Browser Settings > Content > URL Blocking.  Then added chrome://*  and chrome://os-settings to the blocked list.
