Using Google to help place students

Sorry for the cross-posting....
i am hoping someone in this group might be able to help me figure out the best way to do this.  
-At the end of the year, students will be involved in an activity day.  There will be a variety of activities for students to choose from for 4 periods. (1 activity per period.)  
-We would like students to "choose" their top 8 choices and then put them in their top choices if possible.  
-We will be limiting the number of students in each activity.

Does anyone know of a way we could use "Google" to simply this process?  (The pre-tech way would be notecards and sorting on the dining room table.)  I am thinking perhaps a Form/Spreadsheet/Script but I am not sure where to start.

Form Ranger will allow you to create a form and then on the spreadsheet create a second tab where you can limit the number of responses based on the number of people you can have in each session.  You can then use Form Mule to create an e-mail that will send the students out their selections.   I did this with our teachers when they signed up for iPad pick up sessions and then I used the form to e-mail their times back to them as a confirmation.
