"Manage Kiosk" Missing

Howdy,

We are currently trying to administer standardized testing with our Chromebooks that requires students to launch the device in Kiosk mode.  For some of our devices (which are managed) installing the Kiosk application from the vendor is no problem.  For other devices, which are student-owned and not managed, we're finding about 50% of the devices are missing the "Manage kiosk applications" button inside chrome://extensions

Does anyone have any ideas?  Have you seen this?
