Granular control of google drive sharing

Is there a way to change settings per organization for google drive?  All I can see is global settings.  We would like to limit how our students share documents, but not our staff.  Also is there any way to make changes that affect entire domains, like a student sub domain?

I so believe the is only accomplishable using a third party like flashpanel or cloudlock.

The only way I think it might be done is with a 3rd party ($$) compliance product like Cloudlock http://www.cloudlock.com/
