Youtube Restricted Mode when users logged into Chrome

Hello all
I believe I have narrowed this down to a 'chrome browser' thing but I can't figure out what is happening.
This is impacting most students and staff.

Clicking on a YOUTUBE video link OR a video in on YouTube we see a message  Video is restricted- try logging in with your GSuite account.  The students /staff are logged in with their Gsuite accounts.
IF students log into a CB as a guest and then log into their Google accounts they do not see the message and can play the videos fine.
If students/staff use the Chrome browser as GUESTS and log into their Google Accounts they can play the same videos fine.

I have removed all extensions from a test user, reset the Chrome browser settings and still can't play the videos.
The only chrome extension managed by our district is the Google Docs offline.

Has anyone else experienced this?
Any other suggestions?

We are experiencing the same thing too in our district.  Contacted Google about it.  At first they thought it was the restrictions settings from under the App ( Apps-Additional Google services-Settings for YouTube-Permissions conflicting with user & browser youtube settings under the OU (Device Management-Chrome-Settings-Content), but after test modifying those settings, still no working correct.   Only thing that prevented Restricted Video message was Changing the OU settings to  Do Not Enforce restricted mode.  After we explained to them that was not acceptable for School environment, that “pushed” it up to next tech level.

Still waiting for solution.  If having same problem, you should contact support so maybe take notice.

We started seeing this same issue yesterday. We thought it was an issue with a particular video. Please keep us apprised of the resolution.

We have experienced the same problem, but in the past and not within the last few days.  In the past, we got around it by having the user log in to the Chrome browser.  After logging in to Chrome, go back to YouTube, and the video was no longer restricted.

We are experiencing similar issues. We are a Chromebooks campus, so once students log in, they should all have the same experience and access. However, we are finding that some students are blocked on videos while others are not. There seems to be no consistency.
I have checked user and device settings and verified OUs for both.

Teachers are also having issues. Some have the "approve" button and others do not. 
Again, Chrome settings and user OUs are a match. 
I did find that teachers who had named and lost their original You Tube channel now seem to have 2 listed in their school account after recovery. Their approval button is located only in one of these channels.

For now, I am "hosting" the videos in Google Sites or  creating Wakelets with these video resources since bypassing the direct You Tube site seems to mitigate the issues.

We had this issue involving the BRAND channel that was made with school accounts. Once our people who had that issue switched to the current school account  - the issue went away. 
In the summer I shared my brand account with my personal account and then changed ownership to my personal account. The problem never came up for me. 
Not sure if this is part of that issue or not.

I would agree on the no consistency- we can view videos on some laptops wireless and some can not.
Some users get approve some do not.
We have also noted that we can play the same videos in personal gmail accounts with no issues

seeing the same thing here. Chromebook 1:1
Have tested extensively with several student accounts & test accounts in different OU's. Originally brought to my attention when a student (under moderate restriction) complained that even disney kids videos were blocked for restricted mode. Sure enough it's blocked in her account, but others in the same OU, and even several in strict OU's can view it without issue. personal google accounts can also see it fine, even when set to restricted mode.
chrome://policy reports YouTubeRestrictedMode = 1 (moderate)

if I move her to any other OU with ANY restriction, I get the restricted mode block. if I move her to an OU with unrestricted, she can watch the video. as soon as I move her back to any restricted OU, it's blocked again. also tried setting unrestricted at the domain level, and student OU and overriding for her sub OU. no luck
Also tried clearing all browsing data for all time, testing on a freshly wiped and restored Chromebook, and computers with Chrome.... all same result.

even weirder is that if you do a search, most of the videos that are returned in the "restricted mode filter results" are also blocked when you click on them.

I'll try to put in a support ticket if I have time, but if anyone hears anything before then, please fill us in.
