Annotate over Presentation while presenting

Does anyone know of a web app, or even an application in the Chrome Store, that would allow you to simply annotate on-screen as you are presenting a Google Presentation?

Depends on the device.

Nothing currently for a Chromebook.  You can do a funky hangout on air and then share your screen to do a voice over  Quality is poor, but it works. 

On any other device, I use Firefox and Screencast-o-matic and pull in to the Google Presentation.

http://www.movenote.com/ will do what you are looking for, even on a Chromebook, and I believe they have Android and iPad apps also.
