If you are ok with printing on a separate printer, a Cricut or Silhouette should do the trick. Their main line machines are 12" wide, and they both have 24" offerings that rival a commercial machine in capability (maybe not in speed or accuracy). I've had success
 doing print & cut with generic printable vinyl sticker stock from Amazon. For just cutting stickers (not doing any engraving/embossing/etc) you can buy the oldest, cheapest models you can find for sale (looks like Explore Air 3 for Cricut, Cameo 4 for Silhouette
 now.)
I find both machines to be a bit finnicky when it comes to detecting the registration marks and cutting accurately 100% of the time, but they can do it when they want to!
