Multiple Toolbars in a Panel of a PanelSet

I am trying to add Multiple Toolbars in a Panel of a PanelSet and I
cannot get them to show up, the panels are displayed just not the
toolbars.

I tried to get my app to work in jsfiddle but was unsuccessful.

I figured the problem, it was all my fault, I was calling the wrong
function to generate the toolbars.
