How to translate attribute headings in CEJST shapefile

I'm sure this conversation has been had somewhere here before, but I can't find anything by searching "translate" or "attribute."  What I'm trying to find is a table connecting the encoded headings in the attribute table of the downloadable CEJST 1.0 shapefile to the descriptions and labels in the 1.0-codebook.xls file so I can translate what I'm looking at in GIS. 

For instance, when I open the attribute table in ESRI ArcPro, after SF and CF for State name and County name, I see DF_PFS, AF_PFS, HDF_PFS... And none of these attribute headings are found anywhere in the technical support document or codebook tables, so I don't know to make this data comprehensible and useful for offline regional analysis.

If the labels and descriptions in the codebook were in the same order top to bottom as left to right in the attribute table, that might be something to go on, but they're immediately out of order, with County Name coming before the State/Territory, so I have no way of knowing if the rest of the table rows line up with the attribute table columns.  

I don't yet know how to code or use GitHub, so maybe this code key is buried somewhere in the files available there, but I don't see why such crucial information is missing from the documentation or why it should be so difficult to find. 

Any assistance would be much appreciated.

When I downloaded the shapefile data it came with a columns CSV that gave all the column heading information.  I'm not sure if it'll come through on the listserv, but I've attached it to this email (if not check where you unzipped the shapefile).  I do believe there are some headings that are not listed in the file (for example green space was omitted for some reason - but it IS in the shapefile) but for the vast majority of the column it should work.  In any event that should solve your problem.
