Can older honda ruckus model be licensed as moped w/o motorcyle endorsement?

Does anyone know if an older Honda Ruckus (2003-2006) can be licensed as moped w/o motorcycle endorsement in Minnesota? DMV not helpful. I know it can't exceed 30 MPH and be 50cc or less. Some of the literature says the older models meet this requirement. Not sure if accurate. I want to get one for my 15 y/o son. Thanks.

It depends on the title and current plate. If you buy one used in Minnesota and it HAS a moped plate, it will keep that plate. If you buy one from another state and the titel indicates "moped", it will almost certainly be titled and plated as a moped in Minnesota when you transfer the ownership registration. In Minnesota, a scooter be 50cc or smaller, have two horsepower at the rear wheel, and not go faster than 30MPH on a level surface.
