Jupyter Enterprise Gateway Incubator Proposal

Hi All,

We have submitted a new Jupyter incubator proposal for "Jupyter Enterprise Gateway"

The primary goal behind Jupyter Enterprise Gateway is to provide a lightweight, multi tenant, scalable and secure gateway that enables Jupyter Notebooks to launch kernels as managed resources within a Spark cluster (i.e. Yarn Cluster mode).
