PAWS server not starting up

Hi there! I'm trying to use the service at paws.wmflabs.org/paws/hub/user to have online notebooks to work on. Unfortunately, when I hit the "Start My Server" button it says that my server is starting up and never finishes! I've left it on for 20 minutes at a time and given up. Is there anything I need to do or is this an issue with the service?

It looks like it had run out of capacity, so I've removed some
inactive users to restore service.
