Can I set all output cells to be in minimized, scrollbar view by default?

I'd like to have all output cells in the fixed height minimized view - i.e. with scroll bars. Ideally right when the output is generated - I don't want to toggle scrolling after all output cells have updated.

Is this possible to configure?
