It seems the command jupyter always open up a browser page for me which shouldn't be the case, correct? And how should I fix it?

You're right, that shouldn't be the case. I don't know how that might have happened. Is it possible that you aliased jupyter='jupyter notebook' ? Otherwise, the only thing I can suggest is to uninstall and reinstall it.
