how to restrict jupyter server access to specific IP(s)

I am trying to restrict jupyter server access to specific IP address(es)
by modifying c.NotebookApp.ip='*' in  ~/.jupyter/jupyter_notebook_config.py
The problem is when I set it to the string other than '*' or '127.0.0.1', ex = '192.168.71.83'  jupyter starts with error
OSError: [Errno 99] Cannot assign requested address
Can you help to find work around

You can bind the notebook to any IP of the system with `--ip=...`. If an IP that is associated with the machine doesn't work, it is probably not a locally bound ip of the machine, but perhaps the address of a load-balancer or other proxy. You can see a list of available ips with `ifconfig`.
