[RFC] Jupyter Kernel Gateway 1.0

Hi all,

We're considering making the next release of the Jupyter Kernel Gateway version 1.0.


The excellent work recently completed by @nitind (https://github.com/jupyter/kernel_gateway/issues/103) to cleanly separate the kernel gateway modes and make them extensible prompted this thinking. As it stands, there are no outstanding issues impacting the project design or API, and nothing known that would impede our ability to practice semantic versioning after cutting the 1.0 release.

If you have any comments for or against this plan, please say so here. We intend on releasing 1.0 in about a week or so if no one has a major concern.

We received all positive feedback, so we cut the 1.0 release last Friday. The changelog has the details of what's new in 1.0:
