Dummy authenticator

I am trying to use the dummy authenticator for testing, when I set it as the authenticator class the jupyterhub service fails to start.  The error is that the server is trying to start on ip address 10.0.1.2:443 with https, how can I stop this?  Is this  ip adress hardcoded somewhere by default ?

Are you running jupyterhub natively or containerized ?

Running it natively, docker containers are not allowed in the environment I'm using.  When I leave the authenticator class setting blank or comment it out I can start the jupyerhub service.  I followed the instructions here: https://jupyterhub.readthedocs.io/en/stable/installation-guide-hard.html.   I have it running as a service through systemd.
