Jupyter notebook instances on GCP, pytorch 1.2 support gone?

I've been using a pytorch 1.2 notebook instance on GCP, and it suddenly crashed and wont reopen. Tried to build a new instance but it seems like the pytorch 1.2 environment is suddenly gone? 1.1 still there. Anyone else notice this?
