Is there a guide on how to provide notebooks as a service to users, rather than letting them run their own?

https://jupyter.org/hub is probably what you are looking for. In particular the two options under the "Deploy" headline.

batchspawner might be relevant to your interest, if you have a cluster
with a classical batch scheduling system such as Slurm. This is what
a lot of us on this list use:
