Capital Park

I just read the article on page A3 of today’s Empire about Capital Park. I have no objection to changes to the park. My only question is why costs of fixing the retaining wall are coming from the park budget. The retaining wall is holding up 6th Street. I think those costs should come from the streets budget. It does say that what can be done in the park will be determined by how much the wall repair costs.
