Your question is quite vague for others to provide specific help.
But generally, the black edges show the major tree, which underly a majority of the genome (as estimated). The light blue edge shows a reticulation event, which may be an event of gene flow between 2 existing lineages for example. The blue numbers show the estimated proportion of genes inherited from each parent population / species at this reticulation event.
You should make sure to root your network with an outgroup for correct interpretation --of both the major tree and reticulation event.
