Bundling the library

I'm trying to include jtablet in the jar of the paint app I want to use.

And as far as I can tell it loads up and works on linux.
But on windows there does not seem to be tablet pressure.

Is this even possible? The normal install makes it kinda like a "system library" right? Can it even get the perms necessary when loaded like this?
