Can you disable touch events on view3D? I don't want to be able to pan with touch only via the sliders?

No, it is not possible to disable touch events just on a view3d element.

I'm not sure if I understand correctly which situation you want to prevent.

If you want prevent panning: do it in the board by adding th board attribute pan: {enabled: false}
