40 Sec delay in call initiation

Hello team,
Hope you all are well and safe!

We are using our own Web-Dialer for calling purpose with SIP credentials. We are facing an issue here i.e., the call is placing that means can hear the IVR of our PBX with a 40sec delay in time period.

Herewith, I tried to capture and attaching here the call log from the Wireshark when the call is placed. The IP which I have connected and placed call is through 49.207.5.183

The flow will be like this:
1. After logging into our Web-Dialer 
2. I try to place a call to our PBX Tenant DID which will be in our PBX.
3. So, the call should connect to our IVR of that particular PBX Tenant DID immediately, then I will dial an extension number. 

The problem is here, after placing the call, there is no sound till 40sec. Unable to decide whether the call is connected or not in this time period(40sec). After completion of 40sec then able to listen to IVR.

Hope the attached log will help to solve our issue.

If your phone send SIP INVITE after 40 seconds ? (it can be seen in Browser console log)
It can be default Chrome ICE gathering interval.

I have this exact issue, but I have found out that it only happens when I am on VPN and have docker running at the same time. Once I close one of them, it all works.

OK.
It's workaround, not solution.
I think in the forum described how limit ICE gathering time - not wait 40..42 seconds, and stop it after e.g. 5 or 10 seconds.
