minor issue: explicit contradictory prose in updated spec

FYI.  The updated spec now contains an explicit contradiction.

Under ‘GOALs’ the spec now reads

 Transactions Optional support for transactions, both local and XA will be defined in accordance with. JTS 1.1. These will require the presence of a transaction manager to work.

 

Page 22 of the updated Spec (Chapter 5)  reads

 

Ø  Local transactions do not require the presence of a Transaction Manager.
